Statement of Purpose

The purpose of the Corvallis Counter-recruitment Committee is to disseminate factual counter-recruitment information to students, parents, and community members. In response to that part of the No Child Left Behind Act, signed into law by President G.W. Bush, January 2002, requiring that public schools hand over studentsÕ name, address, and phone number to military recruiters, the Corvallis Counter-recruitment Committee will work in cooperation with the Corvallis Schools to notify students and parents of their right to say no and to opt out of having this personal information given to military recruiters.

Corvallis Counter-recruitment Committee members are parents, students, teachers, and community volunteers, including activists, veterans, and conscientious objectors who will work with Corvallis 509j School District to provide factual information about Òopting outÓ, recruitment, the military service, and the draft. We will also provide information on alternatives to military service including information about jobs, scholarship opportunities, and conscientious objector materials.

We consider the present military recruitment tactics to be invasive to studentsÕ privacy, not always presenting the facts about enlistment and at times presenting an intimidating presence in our schools. Our goal is to provide adequate information for a high school student to make informed decisions which may have lifelong implications.


The C.C.C. Goals are

1. To work in cooperation with the Corvallis 509j school district to provide Corvallis high school students with factual information on military recruitment, enlistment, draft and conscientious objector status. To inform the staff, students, parents and community about the No Child Left Behind Act which states that names, addresses and phone numbers of all juniors and seniors will be sent to the military, and that students or parents have the right to opt out of having this information sent to the military. An Òopt out formÓ will be given to every junior and senior in the Corvallis School District.

2. To provide a display, DVD, and pamphlets for each high school, and the same for presentations to the public.

3. To provide a presence at the two high schools with CCC members available to answer questions. We will start small. Perhaps twice/month in the career center and at times like career day or job fairs where the military will have a presence.

4. To provide information to the Corvallis School District and the Corvallis School Board about Corvallis Counter-recruitment activities and to ask for a disclaimer on the opt out form. Also to present materials that will be disseminated to students.

5. To share information, displays, pamphlets, opt out forms etc. with surrounding area schools, parents and students, and community.

6. To have periodic meetings and training for C.C.C. members and interested people. To encourage students, parents, community members including veterans, counselors, teachers and staff, to become aware and to participate in the important goal of bringing factual information about military recruitment to students so they make informed decisions in what may be life long consequences.
